English Local Authorities Plan to Sell Off Social Clubs and Sports Centres to Balance Books

According to a latest survey of local authorities, English councils are preparing to sell community centers, athletic facilities, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Growing Financial Pressures Drive Asset Sales

A coalition of councils representing second-tier cities in England reported that six out of ten of local authorities are planning to sell assets to meet the rising costs of social services for vulnerable individuals.

Local governments have previously faced criticism for selling playing fields and open spaces to shore up their finances, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

This coalition said that a significant number of authorities attempting to raise money from a fire sale of assets represented “a clear change from 2024, when the largest share (60%) of municipal officials stated they would focus on service redesigns and utilising savings to weather growing financial challenges.”

Detailed Examples of Planned Sales

Medway Council in Kent said its asset disposal plan featured the disposal of a retail complex in a local town and a social club in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be disposed of under the strategy.

Local Levy Increases and Wider Financial Strains

This research of local authorities in the key cities group, which covers several urban centers, further found that over seven in ten of councils will have to increase local levies next spring to address the rising cost of core provisions, higher levels of homelessness, and a persistent housing shortage.

The authority said it will proceed with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but some of these require time to deliver both better provisions and financial savings,” said Vince Maple.

He continued: “There are demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Trends and Forecasts

A survey of county councils this week further found council budgets being strained by the increasing figures of young people and older individuals requiring Send support.

The County Councils Network said that local shortfalls will hit £4.4bn a year by 2029, as they struggle to cope with increased demand.

Ministers have put off scheduled changes to the special educational needs framework until next year after a policy document setting out those changes was recently delayed.

Deprivation and Funding Shortfalls

Based on the most recent indices of deprivation (IMD) covering English councils, several key cities members were among the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 across the country under the latest deprivation indices,” noted the report.

“Although only one key city is among the ten most deprived for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of the nation. The data highlights the scale of challenges confronting municipal officials across key cities in the next twelve months,” the analysis concluded.

“Council officials have been explicit about the need for a fair and sustainable funding system that accounts for and responds to the actual extent of deprivation and demand,” stated Michael Mordey.

“Without this, councils will continue to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their communities.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the survey revealed.
